Workshop on
"The Treatment of High-Efficiency Power Generation
and CHP in National Allocation Plans"

Introduction:

The workshop addresses concerns that, if allocation rules do not ensure adequate treatment of good quality CHP and if they do not prevent disincentives for the construction of new installations, one of the biggest CO2 reduction options in the EU will not be used. On the other hand, appropriate allocation rules will prevent such disincentives and promote the wider use of high-efficiency power generation through CHP. Within this context, the workshop aims to provide a forum for exchange between CHP operators and stakeholders on the one hand, and decision-makers on National Allocation Plans on the other hand. By highlighting allocation issues and methods for CHP, and by presenting allocation rules developed in different countries, it will contribute to a better understanding of problems and potential solutions.
