| Introduction: |
In early May 2004, most European Governments will have published
their draft National Allocation Plans to prepare their countries
for the 2005-07 phase of the European Emissions Trading Scheme.
These plans will determine future economic risks and opportunities
for the players participating in the Scheme. Most governments
have included provisions in their draft National Allocation
Plans to promote high-efficiency power and heat generation with
CHP. Yet, different countries use different allocation methods
to CHP. Also, many questionmarks remain about the next steps
in the allocation process and about the implications of the
future allowance market on business. Delays in the allocation
process, politcial controversies, and unwillingness to deliver
on Kyoto targets have created a climate of uncertainty which
has a profound impact on the EU emission trading market. The
overall picture is thus confusing, and many questions are open.
With this Briefing Day, COGEN Europe hopes to be able to clarify
some of these questions, and to address the many and various
issues related to National Allocation Plans and the upcoming
Emissions Trading Scheme.
