Extended use of CHP production and DH targeting energy efficiency, environmental protection and fuel flexibility are central EU objectives. The aim is a systematic effort for the further use and market uptake of the different CHP/DHC technologies in favour of EU policies. The OPET network will serve as facilitator. The cluster address a number of objectives, which are of key importance for the development of the CHP/DHC sector:

• Meeting the challenge of modernisation of the DH systems in CEEC and China, and improving the sector's economic and environmental performance
• Stimulation of the market development and elimination of barriers for the utilisation of new/innovative CHP technologies, small, mini and micro scale CHP
• Facilitating the further introduction of biomass in CEEC
• Informative measures aiming to facilitate EU's CHP directive as well as the transfer of state-of-art knowledge
